On the surface, Roy Mustang presents as an extraordinarily shallow, lazy, bothersome young man who is getting by on life due to someone he knows on the higher ranks and his reputation in the brutal Ishval war. He is frequently seen by fellow soldiers in Central walking with his team and delegating relatively easy tasks to his subordinates. He is never on time with his paperwork, frequently complains about the amount of work he has to do, and doesn't really seem to be bothered with presenting himself as a professional.
However, those who know Roy (and those people are very, very few) know the truth -- that Roy is a calculated genius who is a brilliant chessplayer, moving his way through the ranks of the Amestrian military to make it to the very top, to topple the Fuhrer (the dictator of Amestris), in order to restore Amestris to a democracy, as it was before the coup. Roy surrounds himself with people he trusts and relies heavily on those below him in order to get him to the top -- and, in return for their loyalty, Roy repays them with his devout attention in return. Roy is young, compared to the rest of the ranked officers in Amestris, but is wise beyond his years -- mostly due to his time served in the Ishval Civil War.
Finally, Roy presents as aloof and uncaring, but he demonstrates as someone fiercely devoted to his rag-tag military family. He is willing to perform human transmutation to save the life of his closest friend and ally, Riza Hawkeye. He refuses to leave behind Havoc and accept his resignation, even after he is paralyzed, instead determined to find Havoc a place within his regime. In the beginning of the series, Roy has the opportunity to turn Edward and Alphonse Elric into the Amestrian military for performing the taboo of human transmutation -- but, instead, Roy elects to help the two boys by offering Edward the opportunity to become a State Alchemist, to give them the financial resources to pursue their goals of finding their own bodies again. Roy has an extraordinarily large heart (sometimes, to his detriment), and is determined to ensure that not only he gets to the top, but that his friends and family make it there, with him.

To those who know of Roy's reputation, he is the State Alchemist responsible for the clean-up of the ethnic genocide in Ishval -- in other words, he was the one who burned the bodies and cleared out the remaining towns and villages in order for the Amestrian army to come through and conquer the region. He is portrayed, in stories, as brutal -- unrepentant of his actions, and indiscriminate of who he killed in order to achieve his end-goal, which was to secure the Ishval region for Amestris.
However, the reality could not be farther from the truth. Roy is portrayed as someone who clearly struggles and regrets what was done in Ishval, aggressively working to prevent another ethnic genocide as a ranked soldier, and working to rebuild what was destroyed in Ishval, some by his own hand. While Roy does not present as "stuck" in depression or anger concerning his own actions, Roy also accepts responsibility. He knows the sins he committed, in Ishval, and he knows that when the time comes, the people may reject his bid for power due to his own war crimes. However, to Roy, the possibility of death by tribunal after the revolution finally happens is irrelevant to the end-goal -- by the end of the war, Roy has decided that no matter what, he was going to seize control of Amestris, and ensure that his country never again participates in anything even remotely similar to Ishval again.
Most of his friends affectionally referred to him as insane. However, they immediately signed onto his vision of the future: democracy for Amestris, as Roy is not only a skilled soldier, but an excellent politician. He is clever, sharp-witted, intelligent, and knows how to get from Point A to Point B with minimal loss. His time in the Amestrian military, however brutal and tragic, has trained Roy into the man that he is now -- ready to fight for what he believes is the future of Amestris, with lessons of what happens when that vision fails.

Roy has a powerful love for his country -- so much so that when Roy is forced to perform human transmutation, at the behest of Father, the price he pays at the Gate are his eyes -- because, to Roy, the inability to see his country flourish and prosper was the most important thing he could pay in exchange for the Truth. This demonstrates his vision (both literal and figurative) for the future -- it's of great importance, to Roy, to make Amestris into something worth fighting for.
Roy's primary motivation and storyline in the series (to bolster a revolution and bring democracy back to Amestris) demonstrates all of his best and worst character traits, in that he is a passionate individual who desperately wants to do good in the world, but often makes decisions contrary to his main goal in order to better the people around him. Roy makes decisions that may hinder his ultimate goal because he insists on bringing the people he loves most with him on his journey. Those decisions typically involve the Elrics, who are Roy's military responsibility (as Roy is Edward's commanding officer), but Roy frequently refrains from telling the teenagers the whole story in some sort of maligned effort to protect them from the truth. Had Roy been more ruthless with the Elrics and with his team, he probably would hve risen through the military at a much faster rate. However, he would rather take the slower path, because it's the right one to walk.
At the end of the series, Roy has not yet met his goal -- but his primary mission, after Father and the Homunculi have been defeated, is to rebuild Ishval -- his military career coming full circle. He is last seen with Riza Hawkeye in Ishval, beginning the reconstruction effort, in order to build a real relationship between Amestris and Ishval -- to take the first steps toward a new Amestris, properly, now that the first leg of the battle is over.

Roy is a State Alchemist, and even among the military dogs, he is a brilliant one. He possesses a great deal of knowledge across all realms of alchemy, but primarily focuses on his own specialty, which is to completely roast things alive at his want and whim.
His title, The Flame Alchemist, was granted to him by

Roy is also capable of performing alchemy outside of his typical flames, as he has seen the Truth. This involves clapping his hands together and manipulating the world around him in a variety of ways, without the use of a transmutation circle. He has only done this in canon once, instinctively, to protect Riza Hawkeye and Louis Armstrong from an attack -- uncomfortable with the idea that he was forced to perform human transmutation and didn't willingly choose the price he paid. This type of alchemy is able to be used in a wide variety of ways, from creating walls out of stone to manipulating the air around him without the use of a transmutation circle.

Nothing of extraordinary value but Roy would absolutely be dead if it weren't for Lt. Riza Hawkeye.

MAGIC ABILITY: Pacemiakinesis: The Manipulation of Peace. Roy can influence people's emotions to cool tempers, influence peace, and exude a sort of calming chill out, bro aura. Once he becomes more practiced at it, he can command a person's reaction in combat, to convince them that fighting is not necessarily the answer. However, his own emotional state can hinder this process -- for example, if Roy is afraid or angry, his own ability is a lot less effective, as a lot of his gift relies on how he presents himself. In other words, the mind can't be tricked by an angry man telling them peace is the better way.
PRICE: His State Alchemist pocketwatch. Roy was enslited into the military because of his talents with alchemy and fire, and being a State Alchemist is the entire reason he was sent to Ishval in the first place. It's a major piece of his life, and he always has the watch on him, at all times.
ACCLIMATION: 7. Roy has difficulty with the idea of magic and the notion of alternate dimensions, but his universe recently underwent a massive upheaval with a bunch of weird beings he had no idea existed until recently, which threw off his plans to overthrow the resident dictator and restore democracy to Amestris. In summation: Roy has seen some shit, and is extraordinarily adaptable to roll with the punches. He'll find his feet quickly.
